A Participation Agreement was signed between Bangladesh Bank and Midland Bank PLC. to provide loans at low interest rates and on easy terms from the BDT 5,000 crore CMSME Working Capital Refinance Fund.

The agreement signing ceremony took place on September 08, 2026, at the A. N. Hamidullah Conference Room of Bangladesh Bank Head Office. Md. Zabdul Islam, Director, SME & Special Programmes Department of Bangladesh Bank, and Md. Nazmul Huda Sarkar, Deputy Managing Director of Midland Bank PLC., signed the agreement on behalf of their respective organizations.

Md. Anis Ur Rahman, Deputy Governor of Bangladesh Bank, attended the ceremony as the Chief Guest. Nahid Rahman, Executive Director, and Shahanaj Pervin, Additional Director of Bangladesh Bank, were also present.

Bangladesh Bank established this fund as part of its BDT 60,000 crore stimulus package. The fund aims to provide essential working capital loans/investments to the CMSME sector, enabling businesses to operate at full capacity. This initiative is expected to boost direct and indirect employment, thereby accelerating economic activities.

Operational CMSME enterprises experiencing a shortage of working capital that prevents them from conducting production/service/business activities at full capacity will be eligible for financing under this fund at an interest rate of only 9%.
