Midland Bank PLC. has signed a Participatory Agreement with Bangladesh Bank under the BDT 3,000 crore Refinance Scheme. This scheme aims to support the establishment and development of a specialized agricultural and agro-based economic hub in northern Bangladesh.
This initiative seeks to strengthen the northern region’s agricultural ecosystem by facilitating financing across the entire agricultural value chain. This includes production, storage, transportation, marketing, processing, supply chain development, and the export of agricultural products. The scheme is also expected to generate significant business and employment opportunities for rural entrepreneurs and communities.
The agreement signing ceremony took place at the Bangladesh Bank Head Office in Dhaka on Monday, 31 August 2026.
A K M Saiduzzaman, Director, Agricultural Credit Department-2, Bangladesh Bank, and Md. Zahid Hossain, Deputy Managing Director (DMD), Midland Bank PLC., signed the agreement on behalf of their respective organizations.
Dr. Md. Kabir Ahmed, Deputy Governor, Bangladesh Bank, and Arif Hossain Khan, Executive Director, Bangladesh Bank, attended the ceremony.
Md. Ahsan Jamil Hossain, Head of SME, Midland Bank PLC., was also present, alongside senior officials from Bangladesh Bank and representatives from other participating banks.
Under the refinance scheme, 15% of the total fund will be allocated to agricultural production, encompassing crops, fisheries, livestock, agricultural machinery, and rural credit activities. Another 35% will be dedicated to the storage, transportation, and marketing of agricultural products and related infrastructure development. An additional 35% will support the production and processing of agricultural goods, with the remaining 15% allocated to agricultural product exports and export-oriented activities.
This refinancing facility is anticipated to boost agricultural production, strengthen value chain management, and improve market connectivity in northern Bangladesh. It will also facilitate financing for agricultural and agro-based Cottage, Micro, Small and Medium Enterprises (CMSMEs), reinforce export-oriented agricultural production and supply chains, and contribute to employment generation and sustainable economic activities in rural communities.
Through its participation in the scheme, Midland Bank PLC. aims to further enhance its agricultural and CMSME financing activities while expanding access to formal finance for farmers, entrepreneurs, and agro-based businesses in northern Bangladesh.
